Tool sites often fail AdSense review not because the code is wrong, but because the content is too thin. A page with a form and a result box is rarely enough on its own.

What Google needs to see

Your site should show clear publisher value. That means real explanations, supporting articles, usable navigation, trust pages, and pages that are helpful even before ads are considered.

Tool page content should answer more than one question

A strong tool page should cover:

  • what the tool does
  • how the result is calculated
  • when to use it
  • what the output means
  • what the limitations are

Blog content should support the tools

If you have an EMI calculator, you should also have articles about comparing loan tenures, reducing total interest cost, and understanding the EMI formula. If you have a word counter, you should also have articles about essay length, SEO copy targets, and editing workflows.

Avoid scaled sameness

Repeated templates across dozens of pages create low-value patterns. It is fine to reuse a structure, but the actual text should still be specific to the tool and the search intent.

Make the site helpful without ads

This is the practical test. If the ads disappeared, would the page still be useful enough to keep? If the answer is no, the content likely needs more work before approval.
